ISO 27018 Certification in Philippines
Philippine cloud providers, SaaS companies and outsourcing firms now hold personal data for millions of people they never meet. Their clients want to know exactly how that data is used, where it sits and who else can touch it. ISO 27018 certification in Philippines answers those questions with an independent audit that clients around the world recognize.
Univate Global helps organizations that process personal data in the cloud build and evidence the privacy controls that ISO/IEC 27018 describes. We map your PII flows, close the gaps against the standard and prepare your team for the external audit. Our work connects those controls to the Data Privacy Act of 2012 and to the processor duties your foreign clients place on you.
We work with organizations at different starting points. Some already hold ISO 27001 and want to add a privacy layer for cloud customers. Others are starting from scratch because a client contract demands it. Either way, the result is a set of controls your engineers, support teams and privacy officer can run every day.

ISO 27018 Certification in the Philippines for SaaS Providers, BPOs and Financial Services
ISO 27018 is written for public cloud services that process personal data on behalf of customers. In the Philippines, that description fits a wider range of businesses than many people expect. Demand comes mainly from six groups.
IT-BPM operators are the largest. Contact centers, shared service centers and back-office firms increasingly run client work on cloud platforms they manage themselves. When those platforms hold customer names, account numbers or health details, clients ask for proof that the processor follows recognized cloud privacy practice.
SaaS and software companies form the second group. A Philippine firm selling an HR, payroll, CRM or e-commerce platform is usually the PII processor for every customer that uses it. Enterprise buyers in the US, Europe, Australia and Japan often list ISO 27018 in their vendor questionnaires.
Banks, fintech and payment companies are a third group. Many use cloud services for digital banking, lending and e-wallets. They need assurance from their own cloud vendors, and fintech platforms serving banks are asked to provide the same assurance in turn.
Healthcare providers and health-tech firms handle some of the most sensitive data there is. Telehealth platforms, clinic management systems and medical records services hosted in the cloud fit squarely within the standard’s purpose.
Government contractors and education providers complete the picture. Agencies moving services online expect their technology partners to protect citizen data. Universities and learning platforms hold student records, grades and enrollment data in cloud systems. Manufacturers and exporters also appear, usually through customer portals and supplier platforms.
How ISO 27018 Certification Works in the Philippines
ISO/IEC 27018 is a code of practice for protecting personally identifiable information (PII) in public clouds where the provider acts as a PII processor. It builds on the ISO/IEC 27002 security controls and adds privacy-specific guidance. That guidance covers consent, purpose limitation, data minimization, sub-processors, data location and the return or deletion of PII.
The current version is the third edition, ISO/IEC 27018:2025. It aligns with ISO/IEC 27002:2022 and with the privacy principles in ISO/IEC 29100:2024. Organizations starting a project now should design their controls against the 2025 edition. Your certification body can confirm when it will audit against it.
Here is the plain point that surprises many buyers. ISO 27018 is not certified on its own; it is assessed as an extension of an ISO/IEC 27001 certification. The certification body audits your information security management system (ISMS) against ISO 27001 and checks the ISO 27018 controls within that scope. If you do not yet hold ISO 27001, both are usually achieved together.
Many cloud providers combine it with ISO 27017 for cloud security controls and ISO 27701 for privacy management. Our sibling page on ISO 27017 certification in the Philippines covers the cloud security side in detail. This page stays focused on personal data and privacy.
The roles are kept separate. A consultant such as Univate helps you design and prepare the controls. An independent certification body, accredited by the Philippine Accreditation Bureau or another International Accreditation Forum (IAF) member, carries out the audit and issues the certificate. That separation is what gives the result its credibility.

Why Philippine Businesses Invest in ISO 27018 Certification
The main reason is trust at the point of sale. A buyer handing customer data to a Philippine cloud service wants clear limits on its use. It must not be mined for advertising, moved to an unknown country or kept after the contract ends. ISO 27018 turns those promises into audited controls rather than marketing claims.
A second reason is contract pressure. Large enterprises now push privacy clauses down to every vendor in their chain. Questions about sub-processors, data residency and law enforcement requests arrive in long questionnaires. An audited ISO 27018 scope lets your team answer them once, with evidence, instead of drafting new responses for every deal.
There is also a cost argument. Privacy failures in the cloud tend to be expensive and public. Building controls for deletion, access logging and breach notification before an incident is far cheaper than retrofitting them under regulatory scrutiny.
ISO 27018, the Data Privacy Act and GDPR Processor Duties
The Data Privacy Act of 2012 (Republic Act 10173) is the main local law. The National Privacy Commission (NPC) enforces it and issues circulars that shape day-to-day practice. Under the Act, a cloud provider processing data for a client is usually a personal information processor. It must follow the client’s instructions and apply reasonable organizational, physical and technical security measures.
ISO 27018 lines up closely with those duties. Its guidance on processing only for the customer’s purposes, controlling sub-processors and notifying customers of breaches supports the outsourcing obligations the NPC expects. It also helps clients meet NPC Circular 16-03, which sets 72 hours for notifying the Commission of qualifying breaches. A processor that alerts its client quickly makes that deadline achievable.
For clients in Europe, the GDPR adds another layer. Article 28 requires processors to act only on documented instructions and use sub-processors only with authorization. They must also assist with data subject rights and delete or return data when the service ends. Article 33 requires processors to notify the controller of a breach without undue delay. ISO 27018 controls map well to each of these.
ISO 27018 does not replace legal compliance with either law. Lawful basis, privacy notices and registration with the NPC remain separate tasks. What it gives you is a structured, auditable way to prove that your cloud service treats client data the way both laws expect.
ISO 27018 Requirements: What Your Organization Will Need
The standard expects your ISMS to cover the cloud service in scope, with privacy controls layered on top. Every organization implements them differently. A three-product SaaS company and a large BPO platform will look very different. Still, auditors will expect to see these elements working for any ISO 27018 certification in the Philippines we prepare:
- An ISO 27001 ISMS whose scope covers the cloud services that process customer PII
- A documented record of the PII you process, for which customers, for what purposes and in which locations
- Contract terms and procedures that limit processing to customer instructions and ban marketing use without consent
- A published list of sub-processors, with a process for informing customers before changes
- Procedures for returning, transferring and securely deleting PII at contract end or on request
- A process for handling law enforcement requests for disclosure, including customer notification where lawful
- Breach notification procedures that tell affected customers promptly, plus records of each incident
- Encryption, access logging and restrictions on temporary files, backups and removable media holding PII
Paper alone will not satisfy an auditor. They will check whether the sub-processor list matches what your engineers actually use. They will test whether a deleted customer’s data is truly gone from backups within the stated period. They will ask support staff how they would respond to a police request. We spend as much time on these practical checks as on the documents.
Cross-functional ownership matters too. ISO 27018 touches legal, engineering, customer success and your Data Protection Officer. Projects move faster when one sponsor brings those teams together and each knows which controls it owns.
Our Process for ISO 27018 Certification in the Philippines
We follow six stages, from first review to audit and beyond. The order is the same for every client, but the depth of each stage depends on whether you already hold ISO 27001.
Step 1 – PII Mapping and Gap Assessment
We start by tracing where customer PII enters your cloud service, where it is stored, who can reach it and when it leaves. We then compare your current controls against ISO 27018 and the relevant ISO 27001 clauses. Where your cloud configuration needs a technical review, we can add a cloud security assessment.
Step 2 – Scope, Roles and Risk Assessment
Together, we confirm which services, environments and teams belong in scope. We clarify where you act as a processor and where you act as a controller, since the standard targets processing on behalf of customers. Privacy risks are then added to the ISMS risk assessment, and the Statement of Applicability is extended to show the ISO 27018 controls.
Step 3 – Contracts, Policies and Customer Commitments
Next, we review your customer agreements, data processing terms and public privacy documentation. We draft or update policies on purpose limitation, sub-processors, data location and law enforcement requests. Your public commitments must match what happens inside the platform, so we check both side by side.
Step 4 – Technical and Operational Controls
Your teams then put the controls into practice. Typical work includes encryption settings, access logging, deletion routines, backup retention rules and restrictions on test data. We also train engineers and support staff on how privacy requirements change their daily tasks.
Step 5 – Internal Audit and Management Review
Before the external audit, we run a full internal audit covering both ISO 27001 and the ISO 27018 controls. We sample real customer requests, deletions and incidents to confirm the evidence holds up. Leadership then reviews the results in a formal management review, as the standard requires.
Step 6 – Certification Audit and Ongoing Support
An accredited certification body conducts the Stage 1 and Stage 2 audits. If you already hold ISO 27001, the ISO 27018 controls can often be added at a surveillance or recertification audit. We prepare your team, attend where helpful and support you through any findings. After certification, we can assist with internal audits and sub-processor reviews each year.
Typical ISO 27018 Timeline for Philippine Organizations
The durations below are indicative for a single cloud service with a small or mid-sized team. Organizations without an existing ISMS should expect the longer end of each range.
| Phase | Key activities | Indicative duration | Main output |
|---|---|---|---|
| PII mapping and gap assessment | Trace PII flows, review controls, interview owners | 2–3 weeks | Data flow map and gap report |
| Scope and risk assessment | Confirm processor role, add privacy risks, extend Statement of Applicability | 2–3 weeks | Updated risk register and Statement of Applicability |
| Contracts and policies | Review processing terms, sub-processor list, disclosure and deletion policies | 3–5 weeks | Approved policies and contract templates |
| Control implementation | Encryption, logging, deletion routines, training | 4–10 weeks | Working controls with records |
| Internal audit and review | Combined ISO 27001 and ISO 27018 audit, corrective actions | 2–3 weeks | Internal audit report and closed findings |
| Certification audit | Stage 1 and Stage 2, or extension at surveillance | 2–6 weeks, including scheduling | ISO 27001 certification covering ISO 27018 controls |
Organizations that already hold ISO 27001 often complete the extension in two to four months. Those starting without an ISMS usually need five to eight months for the combined project.
ISO 27018 Certification in the Philippines: Cost and Timeline
No honest provider can quote a fixed price before seeing your scope. The effort depends on your existing ISMS, your platform and the number of customers and data types involved. These four factors drive most of the cost of ISO 27018 certification in the Philippines.
Your Starting Point With ISO 27001
This is the largest variable. If your ISMS is certified and mature, the project focuses only on the privacy extension. If you are building an ISMS at the same time, the work and the audit days rise considerably.
Services, Environments and Data Types
Each cloud service in scope adds mapping, testing and evidence. A platform holding health records or financial data needs more careful controls than one storing only business contact details. Multiple production environments or regions also add effort.
Sub-Processors and Data Locations
A long chain of hosting, analytics, messaging and support vendors means more contracts to review and more transparency to document. Data stored across several countries brings extra work on location disclosure and transfer terms.
Combined Standards and Audit Fees
Many clients bundle ISO 27018 with ISO 27017 or ISO 27701 to reduce total audit days. Your investment has two parts: consulting support to prepare the controls, and the certification body’s audit fees. Audit duration for the underlying ISO 27001 certification is set under ISO/IEC 27006, mainly by headcount and complexity.
Choose a certification body accredited by the Philippine Accreditation Bureau or another IAF member. Confirm that it can audit ISO 27018 within your ISO 27001 scope. After the gap assessment, we provide an itemized quote that separates every phase, so you know exactly what you are paying for.
On timing, internal capacity is usually the deciding factor. Projects slow down when legal reviews of customer contracts or engineering changes to deletion routines wait in a queue. Our cost guide explains how ISO 27001 audit fees are calculated, since they form the base for any ISO 27018 extension.
Benefits of ISO 27018 Certification for Philippine Businesses
Organizations that complete ISO 27018 certification in Philippines properly see gains in sales, operations and regulatory standing. These are the benefits our clients tend to value most.
Shorter Privacy Due Diligence
Procurement and privacy teams at large buyers often accept an audited ISO 27018 scope in place of many questionnaire answers. Your sales team spends less time on custom security reviews and more time closing deals.
Clear Answers on Data Location and Sub-Processors
Customers increasingly ask where their data lives and which vendors can access it. A maintained sub-processor list and documented data locations let you answer within minutes, with confidence that the answer is current.
Lower Exposure Under Philippine and Foreign Privacy Laws
Disciplined deletion, logging and breach notification reduce the chance of an incident becoming an NPC complaint or a contract dispute. They also give you records to show regulators that reasonable measures were in place.
Stronger Data Hygiene Across the Platform
Mapping PII often reveals forgotten copies in test environments, old exports and support tickets. Removing them reduces risk and storage cost, and it makes future audits simpler.
A Path Into a Full Privacy Program
ISO 27018 fits neatly beside ISO 27017 for cloud security and ISO 27701 for a certifiable privacy information management system. Many organizations use it as a first step toward that broader privacy framework.

Why Philippine Companies Choose Univate for ISO 27018
Univate has consulted more than 300 enterprises across cybersecurity and compliance and has delivered over 1,000 audit man-days in critical infrastructure and regulated industries. We have also led more than 500 executive sessions on cybersecurity, AI governance and data privacy. Our consultants include CISA-certified professionals and specialists with decades of experience in security, risk and governance.
We treat privacy as an engineering and contract problem, not just a policy exercise. Our consultants sit with your developers to check deletion routines and logging, and with your legal team to align processing terms. That is what makes ISO 27018 certification in the Philippines hold up when an auditor or a client starts asking detailed questions.
We also design for reuse. The same ISMS can support ISO 27001, ISO 27017, ISO 27701 and CSA STAR without duplicated documentation. Our Philippine office is in Makati. We are a consultant, not a certification body, so the audit stays independent.
ISO 27018 Certification Services Across the Philippines
We deliver projects nationwide through a hybrid model. Data mapping workshops, contract reviews and policy drafting run remotely. On-site visits are planned for milestones such as the gap assessment, control testing and the internal audit.
In Metro Manila, we work with organizations in Makati, Bonifacio Global City, Ortigas Center, Quezon City, the City of Manila and Alabang. These districts host many of the country’s SaaS developers, fintech firms, banks and BPO platforms that process client data in the cloud.
Outside the capital, we support organizations in Cebu, Davao, Clark and Pampanga, Iloilo, Bacolod, Cagayan de Oro and Baguio. Delivery centers, software studios and health-tech teams in these regions face the same client privacy demands as those in Makati. Each receives the same structured approach to ISO 27018 certification in Philippines.

ISO 27018 Certification in Philippines: Frequently Asked Questions
What does ISO 27018 certification in Philippines involve?
It involves adding the ISO/IEC 27018 privacy controls to an ISO 27001 information security management system. An accredited certification body then audits both together. There is no stand-alone ISO 27018 certificate.
Do we need ISO 27001 first?
Not necessarily first, but you do need it. Many organizations build both at the same time. If you already hold ISO 27001, the ISO 27018 controls can usually be added at your next surveillance or recertification audit.
Does ISO 27018 apply if we are not a cloud provider?
It is written for public cloud services acting as PII processors. A BPO or software firm that hosts a platform for clients often fits that description. A company using cloud tools only for its own staff data usually gains more from ISO 27701.
What changed in the 2025 edition?
The third edition aligns with ISO/IEC 27002:2022 and the ISO/IEC 29100:2024 privacy principles. In practice, this means updated control numbering and wording that match current ISO 27001 controls. New projects should implement against it.
How is ISO 27018 different from ISO 27701?
ISO 27018 is a code of practice focused on cloud processors handling PII. ISO 27701 sets requirements for a privacy information management system covering both controllers and processors. Some organizations hold both.
Does it help with Data Privacy Act compliance?
Yes. It supports the security and outsourcing duties that personal information processors carry under RA 10173. It does not cover every legal duty, such as NPC registration, so those still need separate attention.
Will it satisfy our European clients under the GDPR?
It provides strong evidence for many Article 28 processor duties, including sub-processor control and breach notification to the controller. Your clients will still need a data processing agreement and transfer safeguards such as the 2021 Standard Contractual Clauses.
Can we limit the scope to one product?
Yes. Many companies start with their main customer-facing platform and add other services later. The scope must be clear enough that customers understand which services the certification covers.
Does Univate issue the certificate?
No. Univate prepares your organization and supports you through the audit. The certificate is issued by an independent, accredited certification body.
